Definitions
Performance Management is the process of integrating operational data that track a series of previously determined targets into the organizational decision-making process. Targets are created with the ideals of efficiency, effectiveness, and service quality in mind (Behn 2014). This differs from the process of performance measurement which refers to simply the collection and reporting of organizational indicators.
Introduction
In an era of declining government revenues paired with ever growing calls from a diverse constituency for improved services, the need for public organizations to deliver on their promises is vital. Current scholarship suggests that performance measurement has the potential to significantly contribute to improving the delivery of public services (Berman and Wang 2000; Rivenbark 2000; Schick 2001; Poister and Streib 1999; Sanger 2008)....
