Definitions

Public procurement refers to the process of purchasing of goods, services and works by the governments as well as the enterprises which are owned by the state.

Introduction: What Is Public Procurement?

The term public procurement is self-explanatory by itself, as it is clear from its meaning wherein the public means government and procurement means buying or purchasing. Hence, public procurement maybe referred as a process or system by which the public organizations procure or purchase products in the form of goods, services, or sometimes the combination of goods and services (Thai 2001). Besides, it accounts and interprets the required goods and services proportion as per the overall demand. Scholars also define it as an activity to assess, buy, and receive products, works, and services. This activity is called public when performed by public organizations or in the name of public organizations or funded by them (Adotévi 2004)....
