Definitions
Decentralization is the transfer by the central government to subnational governments (states, regions, municipalities, etc.) of specific functions along with the administrative authority and economic resources to perform those functions.
Introduction
The concept of decentralization has attracted the attention of scholars and policymakers alike for a number of decades. Recent research has deepened our understanding of decentralization. Yet there still remains a significant amount of confusion over its measurement and its contribution to an economy. Current literature on decentralization is characterized by the multitude of conflicting definitions and measurement instruments.
