    Development administration can be conceptualized from systems perspective which integrates all the issues pertinent to development within the philosophical foundation of (i) wholeness and (ii) interrelationship.

  2. (ii)

    Development administration as a system takes inputs from the environment, converts or transforms the inputs into outputs with the help of some withinputs, discharges or releases the outputs into the environment, and receives feedback manifesting the nature and dimension of influence of outputs upon environment.
