Definition

Governance and organization design are political, legal, organizational, and cultural processes aimed at creating a better and cheaper administration and at regaining people’s trust in the administration: in most cases, they may lead to a substantial reinventing government together or also without large legal reforms.

Introduction

The New Public Management (NPM) approach at the beginning of the eighties became popular mainly because of its promise to reduce public administrations costs. NPM suggested to apply to the public sector styles and methodologies typical of private corporations by giving public managers more autonomy and accountability, developing indicators and control procedures for performance management, and fostering competition with the private sector (Hood 1991).
