Key Issues in E-Procurement in Russia
E-procurement in Russia is the basic pipeline of the whole contract system. Unified information system is“the heart of the contract system covering all stages of procurement, from the publication of the procurement notice to audit, monitoring and control of public procurement” (Country Case 2017).
In the Federal Law No. 44-FZ “On Federal Contract System,” the key part is assigned to a unified information system in the sphere of purchases (further – UIS). UIS is a peculiarity of Russian public procurement and has to become the cornerstone element of all contract system. Unified information system gives opportunity to phase transition of all procurement procedures in an electronic form.
