Definitions

Managing police organizations is the process by which police managers optimize the delivery of efficient, effective, economical, and equitable services through taking into account multiple dimensions, including environments, human relations, community dynamics, and organizational performance.

Introduction

Police departments are no exceptions to the need for public organizations to have good management. These dimensions are discussed in terms of the major factors constituting the management of public organizations (see Rainey 2009).

Environments

Police departments reside in multiple environments. Police managers, regardless of level, must know of and be responsive to these environments.

First, police managers operate within multiple legal environments. Constitutional law, especially rulings by courts, is at the highest level. Police managers must ensure proper training in constitutional law. Especially important considerations are the provisions...
