Definitions
Emergency operations plans are plans that define the scope of preparedness and emergency management activities necessary for an organization to respond to an emergency or disaster. The term is most frequently used to describe an operational level plan that coordinates the response activities of multiple agencies and departments within a jurisdiction.
Origin and Underlying Principles
The emergency operations plan is intended to address the two types of needs or demands generated by disasters. The first type consists of agent-generated needs, those needs that are created by the specific nature of the disaster itself.
