Definitions

Public administration refers to the surface mechanics of establishing governance and policies, through institutional development, regulations, laws, implementation, and policies. Gender refers to women or females. Genderizing refers to making distinctions based on gender.

Introduction

As a student and practitioner of public administration, gender was not a specialized topic. The study of classic public administration included structure, bureaucracies, activities, responsibilities, and organizational development (Stillman 2009). In addition, education in the United States on public administration concentrated on surface values and construction of public administration (Shafritz and Hyde 2011). Gender did not have a specific role, be it positive, negative, or neutral.
