Introduction
Public administration may have different meanings and varies in form and scope. It is an academic field and a professional activity and a combination of theory and practice. Linked to a country, it refers to the government and activity of the state. The purpose of public administration is to “promote a superior understanding of government and its relationship with the society it governs, as well as to encourage public policies more responsive to social needs and to institute managerial practices attuned to effectiveness, efficiency, and the deeper human requisite of the citizenry” (Henry 2007).
Public administration is intrinsically entrenched in a set of values and philosophy, which are translated in activities representing responses and reactions to its sociocultural, political, and economic surroundings. It is therefore important to relate public administration to its context in...
