Definition

Regime change refers to the replacement of one administration or government by another, especially through political or military action or force. Reforms in government refer to change and improvement in socioeconomic status, law, and institutions.

Introduction

Globally, “many governments have embarked on administrative reforms of one kind or another, engaging in rhetoric that resonates with the global paradigms of ‘new public management’ and ‘good governance’” (Cheung 2005, p. 257). Research on public administration quality are not limited (Robinson 2015; Overeem 2008, 2015; Mihaiu et al. 2010; United Nations 2007; Scott 1995, 2005; Tampieri 2005; Mihai 2005; Samier 2005; Zafarullah 1987).
