Introduction
Those who produce or sell textile products should be aware of laws relating to (a) the importation of those products; (b) labeling, advertising, and safety of textiles; and (c) intellectual property (trademark, copyright, etc.) issues. Moreover, ethical issues have bogged the textile industry for more than a century.
Legal Issues
Importation of Fabrics
In the past, there were limits on textile imports. For example, an agreement between the United States and China limited the import of thirty-four (34) categories of textiles into the United States until the end of 2008 (O’Neal 2006). A little-known federal agency called CITA (Committee for the Implementation of Textile Agreements) oversees the import of fabrics. The US Department of Commerce oversees the issuance of licenses to importers.
Today, the US Customs and Border Protection imposes tariffs on certain imported goods, including textiles. Tariff schedules are available at www.cpb.gov...
