This terminology was developed by the US Environmental Protection Agency to describe pesticides that are considered to be sufficiently safe that they can be used by the public without special training. Pesticides in this class can be purchased and used without license or permit. In contrast, more toxic or hazardous material are classified as “restricted-use pesticides” and can be purchased and used only by persons who are certified by the appropriate regulatory agency in the state in which they work.
