Feng Liu (1972–) is a native of Chenzhou City, Hunan Province. He obtained his doctorate degree from the Institute of Geographic Sciences and Natural Resources Research of the Chinese Academy of Sciences and was a post-doctoral scholar at Tsinghua University. He is currently a researcher of the Development Research Centre of the State Council and an expert on young and middle-aged tourism geography and tourism planning. He has been responsible for the tourism development plans of more than 20 provinces, cities, and scenic regions in Ningxia, Qinghai, Hebei, Jiangxi, Tibet, Yunnan Yuxi, Shanxi Pingyao, Guangxi Beihai. His main works are ‘Research on Tourism Development Strategy in Western China’, and ‘The Theory, Method and Application of Tourism System Planning’.
