A tourism city is a city with a unique natural or cultural landscape and unique resources that can attract tourists and has a certain level of tourist capability. In 1995, the China National Tourism Administration issued the ‘Circular on Launching and Selection of China’s Outstanding Tourism Cities’. The establishment of an excellent tourism city in China must be based on the ‘Interim Measures for the Administration of the Construction of China’s Outstanding Tourism Cities and the Inspection Standards for China’s Outstanding Tourism Cities (2003)’. The inspection team of the National Tourism Administration is responsible for inspecting and approving cities that have met the standards of excellence.
