The Land Administration Law was passed and promulgated on 28 August 2004 during the 11th meeting of the Standing Committee of the Tenth National People’s Congress. The law has the following chapters: Chapter I, General Provisions; Chapter II, Land Ownership and Right of Use; Chapter III, General Plan of Land Use; Chapter 4, Arable Land Protection; Chapter V, Construction Land; Chapter VI, Supervision and Inspection; Chapter VII, Legal Responsibility; and Chapter VIII, Supplementary Provisions. This law stipulates that land will be divided into agricultural land, construction land and unused land. It strictly limits the conversion of agricultural land into construction land. It controls the total amount of construction land, implements special protections for cultivated land, and outlines the requirements for the comprehensive management, development and utilisation of rivers and lakes and the linkage with overall land use planning.
