Higher Education System Development

The higher education system in Montenegro is one of the youngest in Europe. For a long time, the only institution in the country was the University of Montenegro, founded by the Republic of Montenegro (at that time the Federal Republic of the Socialist Federative Republic of Yugoslavia) in 1974.

The adoption of the Law on Higher Education (2003) represented a major change in the higher education system in Montenegro. The Law did not only provide the possibility for the establishment of private higher education institutions but also integrated the existing state university (University of Montenegro) into a single legal entity, thus abolishing the legal entity status of individual faculties and units within the University.

Universities are the only type of higher education institutions in Montenegro. The University of Montenegro remains the largest university and the only public higher education institution in the country. In the 2016/17 academic year,...
