The activities of actors – particularly at national and supranational levels – designing and delineating programs and activities that aim to support and strengthen regional cooperation.


This contribution highlights the post-World War II regional cooperative efforts between European higher education systems (and institutions) and how the concept of “European higher education” has served as an example for regional cooperation elsewhere. Given the significant variety of concepts used in the literature, we follow Chou and Ravinet (2015, p. 368-370) who argue that regionalism (in higher education) is a “political project of region creation.” It involves dynamic actor constellations that designate and delineate the region and the activities it should or could be involved in.
