Definition

Accessibility within transportation planning refers to the ability of people to access activities, services, and goods, given available transportation options. The very purpose of transportation is, in most cases, to provide access. In passenger transportation realm, transportation infrastructure and services enable access to activities that people value, such as work, shopping, recreation, health care, and education. Similarly, with respect to freight, transportation systems ensure that individuals can access material necessities and provide businesses with the necessary access to move input supplies and materials to producers and move products to customers. Accessibility as a policy or performance measurement construct is used to consider the degree to which transportation and land development conditions meet the access requirements of people and businesses, enabling full and equitable participation in the economy and society.
