Definition
Medicare is a federal health insurance program financed by payroll taxes. It provides health insurance coverage for all individuals aged 65 or older, individuals under age 65 with disability, or people under age 65 with end-stage renal disease (ESRD) or amyotrophic lateral sclerosis (ALS) (see “Medicare: Coverage, Evolution, and Challenges”).
Overview
Established in 1965, Medicare was originally designed as the health insurance for persons aged 65 and over. Since 1967, Medicare benefits for the disabled individuals were proposed. The legislation was enacted in 1972 to provide Medicare coverage for disabled beneficiaries under age 65, including disabled workers, disabled widows and widowers aged between 50 and 64 years, disabled young adults aged 18 and over of deceased, disabled, or retired workers (e.g., Mues et al. 2017). Adults of ages 55–64 account for an increasing large share of the total disabled Medicare beneficiaries aged 64 years or younger from 1999 to 2010 (Fig. 1)....
