Definition
An administrative reform is a conscious, well-considered change that is carried out in a public sector organization or system for the purpose of changing both (a) the structure and procedures of the public bureaucracy, and (b) the attitudes and behavior of the public bureaucrats, in order to promote organization effectiveness and attain national development goals.
Introduction
The global financial and economic crisis, followed by fiscal crisis, led many European Union’s (EU) governments to plan and implement austerity measures in order to cope with the concurrent problems of lower revenues and high public deficit and debt. Some euro area member states received external financial assistance on condition of severe austerity and reform programs.
