The US Census of Government defines public sector full-time employees as those persons whose work hours represent full-time employment with their employing government.
Introduction
State fiscal stress and budget deficits have been recurring problems over the past 30 years. In December of 2008, the National Bureau of Economic Research officially declared that the United States was in an economic recession after a 6-year period of economic expansion that began in November of 2001.
