Introduction

The purpose of this entry is to outline some important trends and features of civil service development in Kazakhstan over a period of more than 20 years from 1995 to 2018. It reviews regulatory changes, the role of the civil service body, and composition of the civil service. The following basic arguments are brought to the fore.

First. Since independence in 1991, Kazakhstan has undergone a major political, economic, and social transformation in its quest to join 50 and then 30 most competitive countries in the world (Janenova and Knox 2017). Kazakhstan’s institutional reforms include changes to constitutional order, state organization, and management system, refining of its development objectives (OECD 2017a).
