Definitions

Performance is a complex concept (Van Dooren et al. 2010, pp. 16–20; van Helden and Reichard 2013, p. 11): it comprises several measurable aspects concerning the functioning of an organization, and particularly what this organization achieves. In the public sector, performance is related to public policies and aims at realizing societally relevant goals. Performance measurement is defined as the measurement of performance indicators considered as relevant and useful by decision-makers in public sector organizations, for a broad variety of purposes, including the reporting of these indicators.
