The Department of Construction plans and administers the applications for all natural heritage as well as natural and cultural heritage in China on behalf of the State Council. On January 12, 2006, the Ministry of Construction issued the first tentative list of national natural heritage in China, which consisted of 17 heritage units that include 14 national scenic areas. In 2009, the Ministry of Construction issued the second tentative list of national natural heritage in China, consisting of 18 heritage units with 12 national-level scenic areas.
