On December 21, 2010, the State Council announced the ‘National Main Functional Area Plan’ with Guo Fa (2010) No. 46 Document. It is a strategic, basic and guiding plan for the development of China’s territories and space. It comprises of six parts: planning background, guiding ideology, planning objectives, national level thematic and functional areas, energy and resources, and protection and security measures. The plan incorporates national nature reserves, world cultural and natural heritage sites, national scenic attractions, forest parks and geoparks into the national list of prohibited development areas.
