This term involves protecting forest vegetation and the ecological and geomorphological environment based on the local conditions to form a protected area large enough for water supply, runoff and drainage. Construction projects that affect, destroy and pollute water resources and water environment are prohibited. Based on the amount of water resources and the environmental carrying capacity, exploitation is restricted to prevent over-exploitation caused by water browning and deterioration of the hydrogeological environment.
