Definitions
According to the standards of both the United Nations and Eurostat, it is considered that youth unemployment is the one that affects young people between the ages of 15 and 24, both inclusive. Nevertheless, the functioning classification of youth depends on the cultural differences as well as other political or institutional factors across countries. In fact, it is common considering the age of leaving mandatory school as the lower limit. The upper limit shows greater variability, going from the ages of 18 (e.g., in Britain) to 29 or 32 in Italy, depending if the North or the South is analyzed (O’Higgins 1997).
Decent work is the point of convergence of four strategic objectives identified by the International Labour Organization (ILO). These objectives are the promotion of fundamental rights at work, the job, social protection, and social dialogue (ILO 1999).
