Abstract

The current system of federalism in the United States is the most complex one in the world. It stands in sharp contrast to the relatively simple system during the early decades following the American inauguration of federalism in 1789 when interactions between the national government and the states mainly comprised the election of two U.S. Senators and members of the Electoral College by each State Legislature and state conduct of elections for members of the U.S. House of Representatives. The theory of dual federalism adequately explains this early phase of the system.
