Abstract
We often have to make decisions despite being uncertain about their effects on future events. This applies to decisions in our personal lives, such as the choice of education, occupation, or partner. It applies equally to social decisions, including those in national and international politics.1 In fact, risk and uncertainty are such pervasive features of practical decision-making that it is difficult to find a decision in real life from which they are absent.2
