Abstract
Relevance of the study is due to the need to determine the potential of social and economic development of systems, followed by the formation of an effective mechanism for the management of processes, both in economic and social spheres. The object of research is a separate region of the Russian Federation. Purpose of the study – is to assess the level of socio-economic development of the territory as a system, to identify the “points of inhibition” of development with the subsequent formation of a determinant of success. Estimated data allowed to determine as the initial prerequisites of decrease in purchasing power of population, decrease in investment and infrastructure potential, reduction of productive potential of the region, a large share of unemployment against sufficient resource potential of the territory. In more detail on the last statement, modern management thinking is more focused on the use of the potential of the territory, taking the form of mobilization of underutilized resources, increasing the capacity and value of existing resources, and attracting new resources to the region. Authors proceed from this position that the potential growth is possible due to the development of infrastructure that allows to ensure an economic performance of the region. And taking into account the postulate that a territorial organization of society and spatial organization of the economy is a function of the government. Growth vector of a territory may also include providing a favorable environment for the development of territories using the terms of “non-trade” goods (culture as a basis for tourism, etc.), using an emerging multiplier effect. Modernizing a regional social system by combining institutions in the field of social services for the population and entry into the market of social services by NPOs and commercial organizations.
