Abstract

The settings for decisions are discussed in connection, with recent developments. Furthermore, a range of methods and some new requirements from the point of view of welfare economics are defined. Tentatively, conclusions are drawn with regard to the appropriate method in the different settings. A plea is added for a recommendation to NATO with regard to accounting prices for energy and time preference.
