Abstract
One significant development in the purchasing field is the setting up of international procurement offices (IPOs) by multinational corporations in many parts of the world. The emergence of IPOs is consistent with the trend towards the globalization of business. In fact, a report on trends found that manufacturing firms view global sourcing as a competitive weapon (Miller, 1987). Moreover, Hefler (1988) has argued compellingly that those firms should view global sourcing as a means to meet its strategic goals and objectives. Renowned business gums like Porter (1992) also maintain that it is vital to have a critical mass of suppliers both locally and overseas so as to stay competitive.
