Abstract
From the investigation, the demand in the information age and the power of the new curriculum reform, analyzes the deficiency of scientific inquiry, then introduces the concept and characteristics of cognitive tool. Finally, puts forward a design of web quest learning platform for university education, scientific research, and can provide reference for similar.
