Abstract
This chapter examines the place of scholarship programs within a broader developmental, economic, and international diplomatic agenda. It looks at the impact of scholarships at various levels. Alumni of scholarship programs are an enormous reservoir of knowledge and networks which are there to be tapped for national and international economic and social development purposes. The integration of scholarships in cooperation projects or programs helps to ensure that scholarships will contribute to sustainable human resources development of organizations and institutions. Opportunities for complementarity and synergy between scholarships and other cooperation programs are examined in the chapter. Similarly, the main boundaries to those synergies being realized are explored.
