Abstract

To increase the low birth registration rate in Pakistan a Mobile Identity concept is proposed and used in a pilot project in Punjab and Sindh provinces in Pakistan. This paper explains thoroughly the Mobile Identity concept, which makes use of mobile technology, i.e. mobile networks, mobile handsets and mobile application in the birth registration and establishment of civil identity for children. The paper also clarifies how Mobile Identity can surpass the obstacles to the current birth registration. The value propositions to the citizens, government and mobile operators are presented. A social benefit analysis is also depicted showing that Mobile Identity is more beneficial to the society than the current birth registration.
