Abstract

This chapter examines the Libraries Section’s International Clearing House for Publications, UNESCO Bulletin for Libraries, and UNESCO Book Coupons. These represent the innovative and successful core of UNESCO’s postwar book and library reconstruction and rehabilitation program. They enabled the Libraries Section to strive to meet “exactly stated needs” for books, periodicals, and other printed materials in war-devastated countries and elsewhere around the world. Empowering libraries, individuals, and others to obtain the materials they wanted rather than having to accept the materials UNESCO or its supporters and donors believed they needed was significant during the early postwar-Cold War context when culture, information, and publications were viewed as potential vehicles of propaganda and misinformation by those on both sides of the escalating conflict.
