Abstract

One of the widely shared descriptions of Internet governance is: the development and application of shared principles, norms, rules, decision-making procedures, and programs that shape the evolution and use of the Internet. It is useful to summarize the birth and development of this technology and the different “managing” organisations in charge through time: starting from the 1960s, the World Summit of the Information Society (WSIS) to the actual Internet Governance Forum (IGF) and the concept of “Cyber Sovereignty” together with the Wuhzen World Internet Conference.
