Abstract

In the UK, health and social services provision has not been contingent on the active involvement of consumers. The development of statutory services has been an evolutionary process, via incremental change, developed from previous patterns. Thus, the overall developmental pattern has been to modify existing ideas about service provision, and to include such modifications in the next ‘evolutionary’ stage.
