Abstract

It is remarkable that the present organisational structure for the delivery of social welfare provision, including social work, was devised over twenty years ago in the Seebohm Report. Given the changes in the social and professional environment which have taken place in that time, it is unsurprising that the continued validity of that structure is now subject to more critical scrutiny than at any time since the Report was published.
