Abstract

Today millions of poor people live in places that are noted on planning maps as “vacant” or “unoccupied.” Places that sprang up as unauthorized settlements in developing countries are often still treated by authorities as if they were temporary despite the fact that they are home to nearly a billion people worldwide—people who have invested their labor and meager capital in building their own houses.
