Abstract

The previous two chapters have discussed various forms of protest which emerged after 1970. This period (especially after 1980) witnessed a considerable degree of disorder in which rioting was used by those at the bottom end of the social ladder to voice their grievances with the aim of forcing policy-makers to address them. This chapter considers the social background of those involved in actions of this type and the factors which motivated them to act as they did. It considers the response by the state which was designed to reduce the likelihood of further disorder occurring, paying particular attention to the issue of police reform whose impact is further discussed in Chapter 6.
