Abstract

Explanations of the difficulties of the Euro-Mediterranean Partnership have generally focused on the fate of Middle East peace-making, the inherent inconsistencies of the EMP, or the institutional flaws of EU foreign-policy making. Moreover, in the aftermath of the terrorist attacks of September 11, 2001, the “clash of civilizations” thesis also affected Euro–Mediterranean relations. The explanation that EMP partners states may have been reluctant, or perhaps unable, to positively respond to the EU’s region-building initiative for mainly domestic reasons has rarely been considered. This book took up precisely this line of thought.
