Abstract

All four of the countries in this book are rated as corrupt. What distinguishes them is whether corruption is experienced as systemic, pervasive, routine, or relatively rare. Seen in this light, there are two pairings. In India and Russia, corruption appears to be everywhere. In the United States and Israel, its presence and impact are far more subtle
