Preparing for Peace: A Deal with Russia, a Decision on IFOR
The Americans had just three weeks to prepare for the peace conference. Considering that only a few months earlier, America’s Bosnia policy had been bogged down and knotted, it was amazing that they had come so far so fast. Not only did they need to locate the site for the talks and make the challenging logistical and diplomatic arrangements, but they still had to draft the texts that would be the basis for negotiations. Many of these efforts were already underway by early October. Yet with the conference now scheduled, this drafting effort would have to intensify.
