Abstract

The Americans left London with an agreement—one that would finally confront the Bosnian Serbs with the full force of NATO’s airpower. Now the North Atlantic Council (NAC) had to implement formally the new “Gorazde rules,” determining precisely what would trigger bombing, what the targets could be, how long any campaign would last, and how to extend these new rules to protect the other safe areas. Despite the fact that U.S. officials believed London had achieved a strong consensus, indeed had been a “turning point,” they soon found themselves at odds with their British and French allies on the details.
