Abstract

The first statement is an excerpt from Kōichi Katō (1995, 12), one of the top LDP leaders who attempted vainly to topple the then prime minister Yoshirō Mori in the fall of 2000. He is a diplomat-turned-politician who served as the LDP secretary general.
