Abstract
The results of the implementation of GRD in the three case studies appear to be different. In Thái Bình, GRD was rather successful, but it remains fragile, as the independent variables identified and analyzed have not substantially changed. In the case of Hung Yên, the quality of GRD was low, as seen by the negative correlation with the six independent variables. Đà Nằng was the most successful case in achieving GRD goals, as the analysis of the independent variables illustrated positive outcomes and appeared reasonably durable (that is, they demonstrated some degree of sustainability beyond the change of specific personnel). This is further illustrated by Đà Nằng’s return to the first place in PCI and PAPI in 2013 (VCCI. 2013, Châu 2014b).
