Abstract

The research on the Central and Eastern European (CEE) donors seems to follow the following famous quote from Hegel: ‘The owl of Minerva takes its flight only when the shades of night are gathering’ (Hegel, 2008, p. xxi). This is true in two overlapping ways: scholarly research usually comes after political practice, and a theoretical reflection builds on prior empirical findings.
