Abstract
The global liberal order emerged triumphant from the Cold War, consolidated under the aegis of US power. But international institutions are increasingly under review, with a variety of nations challenging the implicit hierarchy of the global order, the dominant role of the United States within that order, and the essential foundations of global liberalism. Some challenges were widely anticipated: governments in China and Russia, for example, do not share the basic political tenets of the global liberal order, and China’s rise poses the most obvious long-term challenge to today’s US-led order.
